Regions and climate change mitigation - best practice examples LEADER and KEM, KLAR!

Climate change mitigation and adaptation are currently among the most urgent tasks facing the world's population. The regions play a very important role in the development and concrete implementation of corresponding measures at local and regional level.

In Austria, climate and energy model regions (KEM) and climate change adaptation model regions (KLAR!) have been focussing on this topic for several years. The LEADER regions are also involved in regional climate change mitigation and adaptation projects and will increasingly take the subject up in future due to its explosive nature.

In order to achieve the most efficient and effective implementation of measures and projects at regional level, all three types of region must act in a coordinated manner and utilise synergies. Since the end of 2019 the programme managers from the BML, the Federal Ministry of Climate Action, Environment, Energy, Mobility, Innovation and Technology (BMK) and the Climate and Energy Fund have been working together to create suitable framework conditions for the regions.

For LEADER in particular, the topic will become more important in the new funding period from 2023 with the thematic field of action 4 "Climate change mitigation and adaptation". The new brochure on climate change mitigation in regions with project examples of good cooperation between LEADER regions and KEM or KLAR! regions (“Klimaschutz in Regionen – Projektbeispiele für gute Zusammenarbeit von LEADER- mit KEM –oder KLAR!-Regionen") is now available as an aid for regions.
